I mean in their defence the whole verification system was implemented as a way to stop misinformation, rather than stop impersonations. Imagine the chaos if a twitter account claiming to be a reputable journalist announced that they discovered the moon landing was faked for something. If a Twitch streamer said that, nobody would care, cuz half the Twitch streamers and a good portion of youtubers are just funny guys, and I would even wager many of them are below average when it comes to the "smart juice." Still funny though, and they should really expand the verification system to act against impersonation of any celebrity or official, not just those with high levels of credibility.
